I have test it with Joomla 1. How do I set the css for this module? On the site you gave me, the menu changes perfectly, but the content is still all Vietnamese. Is there any way I can change the order that the languages appear in Language Manager to effect this, or can anyone suggest another solution?

General questions regarding the use of languages in Joomla!
Using m17n I can switch the sub-menu items based ioomla the language, but the module title does not change, is there a way I can change the module title display with the joomls. It does not require and other actions from the user. How can be understood an international community supporting Joomla without being multilingual in its core? At least to me that seems like a very unnatural place to place css code.

While defining joomlx Module i would put the text as EnglishTitle ArabicTitle and then in the backend i Would pick the appropriate Substring based on the selected language.
